Kichijōji is not in Tokyo’s 23 wards. It is in Musashino City, a separate city outside the wards. This guide asks a practical question: compared with nearby 23-ward areas, what do you pay in rent and commute time to live next to Inokashira Park, and what changes when your city hall is a city rather than a ward? It answers with official statistics and route data; we have not visited Kichijōji for this guide.

What it means: Shinjuku, Shibuya and Tokyo Station are all reachable without changing trains. The south and east of central Tokyo (Shinagawa, Ōtemachi) take a transfer and around 40 minutes or more.
The park next to the station
Inokashira Onshi Park is a metropolitan park managed by the Tokyo Metropolitan Government. The Tokyo Metropolitan Park Association gives access as a 5-minute walk from JR Kichijōji Station and a 1-minute walk from Inokashira-kōen Station on the Keiō Inokashira Line. The park spans parts of Musashino City (Gotenyama, Kichijōji-Minamichō) and Mitaka City.
A city, not a ward: residents and services
Musashino City had 148,513 residents on September 1, 2026, including 4,488 foreign residents, about 3.0% (city statistics; percentage our calculation). By nationality, at the end of August 2026:

- Musashino City publishes a disaster-prevention map and a flood hazard map based on a maximum-scale rainfall simulation. It also publishes a separate page on areas expected to flood from heavy rain overwhelming drains. Check both for any address you consider.
Who it may suit
- People working around Shinjuku or Shibuya who want a direct commute and a large park within walking distance of the station.
- Not the place to choose if saving on rent is the main goal: on 2023 averages, Musashino is pricier than Suginami and Nakano.
Outside the scope of this guide, because they need an on-site check we have not done: supermarkets and shopping streets, weekend crowding and schools.
