Nishi-Kasai, Tokyo: Who Lives There, the Tōzai Line Commute and Flood Planning

Nishi-Kasai is a Tokyo Metro Tōzai Line station in Edogawa Ward, on Tokyo’s eastern edge. This guide starts with who lives around the station according to Edogawa Ward’s own statistics, then looks at what the Tōzai Line commute, rents and the ward’s flood planning mean for someone deciding whether to live there. It is built from published data; we have not visited the area for it.

Who lives around Nishi-Kasai Station

Edogawa Ward reports 54,314 foreign residents as of April 30, 2026, which it says is the largest foreign population of any municipality in Tokyo. India is the second-largest nationality in the ward, after China:

The ward’s foreign-population distribution map counts 10,324 foreign residents within the Nishi-Kasai Station area, the most of any station area in the ward. They include 4,596 Indian nationals, followed by 2,779 Chinese, 541 Korean, 464 Vietnamese and 457 Nepali nationals. On these figures, Indian nationals are the largest group in the Nishi-Kasai Station area. This station area also accounts for over half (about 54%) of all Indian residents in Edogawa (our calculation: 4,596 ÷ 8,493; the ward page does not give a separate reference date for the station-area map, so treat this as approximate).

Commute: one line, short trips to Ōtemachi

Nishi-Kasai is on the Tokyo Metro Tōzai Line. Fastest route for a weekday departure around 08:00 (Wednesday, October 7, 2026), IC fare, from Yahoo! Japan Transit (checked October 3, 2026):

What it means: Nishi-Kasai suits people working in the Ōtemachi / Nihonbashi area on the Tōzai Line. Trips to the west side of Tokyo take about 40 minutes and need at least one transfer.

Rent

Average monthly rent actually paid in 2023, all rented homes (2023 Housing and Land Survey, Table 112-3): Edogawa Ward ¥76,659, compared with ¥94,853 for the 23 wards as a whole, about 19% lower (our calculation). The survey does not give a figure for the station itself.

Flood planning: what Edogawa says

Edogawa Ward published the second edition of its flood hazard map in July 2025, with English and Chinese versions. Its guidance covers wide-area evacuation (広域避難) for a large-scale flood. Under this plan, residents may be asked to move to safe places outside the ward, such as relatives’ homes, workplaces or hotels, ahead of an extreme typhoon or heavy rain. Anyone considering Nishi-Kasai should read the map for their exact address and the ward’s evacuation guidance before signing a lease.

A hospital and two large parks nearby

  • Tokyo Rinkai Hospital, 1-4-2 Rinkaichō, Edogawa (hospital website).
  • Edogawa Sōgō Recreation Park, a chain of parks running about 3 km east from near Nishi-Kasai Station to Nagisa Park on the Kyū-Edogawa river. Its service centre is about 7 minutes’ walk from the station (Edogawa Ward).
  • Kasai Rinkai Park, 6-2-1 Rinkaichō (Tokyo Metropolitan Park Association).

Is Nishi-Kasai a fit?

  • People working on the Tōzai Line (Ōtemachi 20 minutes, no transfer) who want rent below the 23-ward average.
  • Families who want to live near the area that Edogawa’s own statistics show as home to its largest Indian population.
  • Less suited to people who need fast access to western Tokyo, or who are not prepared to plan for a possible flood evacuation.

Not covered here, because they need an on-site visit that we have not made: supermarkets and Indian grocery shops, school options and street-level daily life.
